Sneezing CONSTANTLY

So since birth, like literally starting the day she was born my daughter has sneezed all day. The nurses all told me that it was to get the amniotic fluid out of her sinuses but like we're almost 6 months in and she sneezes up to 20 times a day and is always rubbing her nose.

How do I help her? She doesnt have a cold and when she does have a stuffy nose I promptly get them boogies out.

We live with my parents at the moment and they do smoke. They smoke in the garage that is in the basement but is technically in the home.
