Relationship advice

My boyfriend and I were talking last night and I found he’s been lying to me every time he’s told me he loved me. The first time I told him if he didn’t love me then don’t say it because that’s worse then just not saying it at all. He started saying it again and I asked him if he really did love me and he said he can’t decide if he does or not. He told me he loved me early on in the relationship and I really do love him. Now I don’t know how to feel about the situation or him because I still love him and want to be with him and he says he still wants to be with me but I don’t know what to believe anymore.
