Does this make sense

If someone has a job and gets checks and has been getting them for 5 weeks and is trying to set up a bank account but the bank won’t work until a few months later? I don’t understand at all. My cousin keeps asking for money and saying that the Coronavirus is messing up her bank account. I told her straight out I don’t believe her. If she had a job for so long and has less than 200 in her account but showed me her paycheck and it said $350-530 from 3/11-3/24. How is someone supposed to keep a stable job but not have a stable bank to put it in? And why would my cousin keep getting checks if the bank and her cards are messed up?
