Is this a lip tie?

She is 8 months old n I was checkin out her new top teeth and i noticed the spot that looks like a lip tie to me but im no expert lol .. her next apt isnt until the end of may so i was wondering if anyone with experience could help me figure out sooner. She could never latch right on me like my first did n i ended up having to feed her with a formula syringe before i even left the hospital.. i was still wanting to try n breastfeed so they gave me that instead of using a bottle .. completely bottle fed now tho.. she has reflux and a lot of gas issues .. used to be always fussy all day but in the last few weeks that has gotten better.. she has always choked on her milk here n there but i was told that was part of the reflux.. now that she has water she chokes on that to tho.. she has had a swallow study done before and they said it was all good so her swallowing shouldnt be the issue.. sorry for the crappy pic but thats the best i could get so far
