What is this rash?

My 2 month old has had these red bumps that seem to be slowly spreading. He had acne before but his face is mostly clear now. It flares up in the bath even before soap and when he’s fussy. It doesn’t seem to be bothering him but it leaves his skin very dry and rough. Any ideas? Already changed soap and we use a very mild detergent.

My son has had this same rash twice from dry skin. It turns out that the Aveeno lotion I put in him caused the rash bc his skin was so dry. I took him to the Dr and he has eczema. They gave him a steroid cream and it went away the same day. I found that tubby Todd all over ointment works great for dry skin. It scared me when I first seen it. He’s all good now though. Definitely looks like eczema..my son had it badly and this is what it looked like when he had a whole body flare up. We used steroid cream and cera ve on it and it worked wonders

Is the mild detergent for like adults? Maybe try dreft, it’s for babies. 
My son has been getting dry skin though too. How often are you bathing him?
