Tongue tie?

I posted in my Facebook baby group about my son scraping his freshly cut tooth and having nipple pain along with this picture. The ladies all told me that this was a bad tie. Is this a tongue tie? We've had a lot of hurdles on our breastfeeding journey and have worked with two IBCLCs now. He is 7 months and only 13.8lbs, not even on the growth chart. He has a really hard time taking bottles (clicking, choking) we have a feeding study set up tomorrow morning. Unfortunately I can't get him in to a dentist due to Covid-19.
