How can your partner adopt your child as their own when the bio dad is unknown

I was drugged & assaulted by multiple people resulting in the pregnancy w my daughter (never filed any police report so no evidence & dont have any intrest in doing so) we want my boyfriend to adopt my daughter legally but everyone has told me you cant do that without consent from the biological father even if they aren’t on the birth certificate & have never been around, is this true? I feel as though there has to be some sort of way for people in my position to do this (I don’t know if her age matters in the legal stuff but my daughter is 9 months old currently)
