Sunscreen questions?

So I sent my son to daycare with sunscreen today since the weather is getting warmer they spend time outside on the swings or going for walks in the strollers. They sent home a permission slip to apply it as well as a note that states they will only apply sunscreen once a day at 3 pm, parents are responsible for applying in the morning. My son gets dropped off at 6:30 am. As far as I know, and the bottle states as well, sunscreen is supposed to be reapplied every two hours to be effective. I feel like i just want to tell them don’t even let him go outside then if they aren’t going to properly protect him from the sun. Would anyone else be annoyed by this, my husband says I’m just being dramatic, maybe I am, I don’t know.

It really depends on how often they take them outside, and for what duration. At my preschool they have 2 outside times, 1 morning and 1 afternoon, for about 15 mins each time. I wouldn't be bothered by their policy. If they're going out at high noon for a 30 minute walk, that's a different story.

The permission slip is to say you know what they're putting on him. As far as application, you may be able to ask that if they go out in the morning that more sunscreen is applied. The 3 pm time is probably their outside time for the afternoon. They may not go out in the morning. I'm not sure what state you're in, but in Ohio children have to have sunscreen applied before going out.

They should be applying more often than that. I worked at a summer camp for many years and our policy was to make sure parents had applied sunscreen in the morning before they leave (9:00am), apply sunscreen again before swim time (11:00am) and again after swimming (12:00/12:30). Children who chose not to swim skipped the 11am sunscreen and just got another coat of sunscreen at 12:00/12:30. Children were picked up at 2pm. We also had umbrellas and sun shades up all over the outdoor play spaces. 
It is their responsibility to protect your child from the sun while your child is with them. If I were you, I’d talk to someone in charge about your concerns, but I’d also look for a longer lasting sunscreen to make it more manageable for them. Every 2 hours is pretty often.

How much time do they spend outside at once before a year?  If it helps, that was the protocol at my big kids daycare and my first is very fair, she never burnt.
