Induction and c section

My OB said they don’t do inductions on women who have had a c section in the past. I had a cesarean over three years ago. I laboured for 48+ hours and baby was stuck and manual rotation did nothing. Ended up having to have an emergency cesarean. She was over two weeks overdue and was BIG. I have an OB this time and not a midwife, I was informed that they wouldn’t induce me and if I don’t go into labor by my due date, I have to have an elective c section?

Is this how it is everywhere? Or is this just her policy?
