Rocking for hours 😪

Anybody else who has to rock their LO for hours to finally get him to go to sleep in his crib? My 7 months old falls asleep pretty easy and fast in my arms while rocking him but as soon as I try to put him in his crib he wakes up. I do the arm drop test to make sure he is in deep sleep before moving him but as soon as his butt touches his bed he starts to cry. Some nights it takes me 3 attempts and 3 hours to finally put him down. I really do not want to sleep train him through CIO. Anybody else going through this? Any suggestions?
