Tummy time 😭😭

So my little girl is 14 weeks and she is the chillest baby about everything except tummy time. She never cries for anything except she will scream bloody murder when she has to do it. I’ve seen her hold her head up for an extended amount of time maybe 3 times. She usually will just lay there. I try to encourage her by pushing her arms under her so she can feel what she needs to do to hold her head up but she always throws her right arm backwards and refuses to keep it in front of her face. I don’t want her to fall behind in her development but she cries so hard when she’s on her belly and it makes me want to cry with her 😭😭
