What do I do?

We live in a town home complex that shares walls on both sides. It’s supposed to be animal free, but Emotional Support Animals are allowed. Our previous neighbors on one side moved out and a new couple took their place. They have a six month old labradoodle that is so sweet, but is a puppy. When they leave the house they leave him in his crate and he looses is. He has currently been baking for an hour with no end in sight. I feel so bad for him, but I also have had puppies and understand that this happens sometimes. But I worry they are not training him to help his anxiety because it seems to be worsening. Point is, we are having a baby in December and this dog is going to wake our baby if this keeps up. I hope by then he has grown out of it, but I’m not sure if there is anything I can do. I typically just ignore stuff and move on, but I’m wondering if I should let our neighbors know about his anxiety. It only happens when they are gone.
