Traveling for Funeral

My grandfather passed away this morning. Our family is from NY and my dad lives in Texas. I was wondering if anyone knows if my dad will be able to come to the funeral? I know Cuomo has mandatory quarantine for those coming from out of state right now, but does this apply to those going to a funeral? Especially since it's my dad's father. I know my dad will be calling the Health Department to see if he can avoid being quarantined. Just seeing if anyone knows any information. Thank you.
