Yes and no. I know, confusing. It basically lets you know when your body is gearing up to ovulate but you may or may not ovulate successfully. Only temping will.

It will show, that you are most likely going to to ovulate 12-36 hours after the first positive. But the level or lengh of LH surge doesn't show you have ovulated. The name even says it: ovulation predictor kit. Weather report can also predict rain quite good, but sometimes winds teist and the rain doesn't come.
So you can not be sure it happened, but still if you got positive ovulation test, then you still are probably going to ovulate anyway, it is rare not to.
