Hair growth stunt & rash

Idk where to really or start, I plan on going to the doctors about it but Idk if it’s really an emergency to be going to see a doctor about. I’ve had this problem for a while. At the nape of my head, I have this rash? It flares up from time to time. A bit itchy but manageable. Other times it acts as if it’s not there. Anyways. I noticed some short hairs at the back of my hairline. The hair just won’t grow. It’s the same around my edges. I don’t know if the rash has anything to do with it, perhaps it does. I don’t have eczema but I’m thinking it may be scalp eczema if that’s anything. Has anyone had this before? Any tips or home remedies to get rid of the rash ? Thanks!
