Definetly. Anything that they wouldn't do right there in front of you is obviously nothing they should be doing because its reserved for you and you only. Not as extreme as having sex but still cheating.

I only said yes to counting it as cheating because they did not ask you if it was okay not asked if it was okay with that other girl. The communication is everything. But if it didn't bother you, it's not cheating.
