Toddler hair

I have no idea what to do with my toddlers hair. It still grows like baby hair and I usually just take her to have her bangs trimmed so at least that part is out of her eyes. She won’t keep a ponytail in and it’s always just such a mess. Even when I comb it nicely, it goes right back to being all over and in her face. I want her hair to grow down, not out, but how do I make that happen? Any advice? Is there any way cutting her hair besides her bangs can help?
