How to show effort in the talking stage?

So this guy said he’s giving me like 30% effort cause apparently I give him 20%?? I text him all day, Snapchat him, we FaceTime almost every night. He ends up calling me first most the time, but I also initiate it. We’ve hung out once. He went on trips, caught COVID, and started school; while I’m working and in school so we are busy to say the least. I said to give it couple weeks to make sure he’s COVID free and we should make plans. So he said pick the weekend and that’s fine. But I don’t know what more I could be doing cause apparently I don’t do that much
