Husband overspending

So I got unemployment back pay months ago. I don’t make much with my regular full time job and unemployment happened to more than that, so I put most of it in savings (after catching up on a lot of our bills). I figured the pandemic might last longer than expected and we needed to save up in the event that we fell on even harder times. My husband saw this money as a way to buy stuff he’s been wanting. I expressed several times that I didn’t want the money to be spent unless we were about to lose something. He continues to try to persuade me to buy things. He put a television on layaway and insisted that I spend $700 from the savings account on it. I refused and he claimed he would spend the money and then replace it over time. I still said no because as you can probably tell my husband has poor money management skills. He claims I’m being an asshole and I constantly want to penny pinch instead of enjoying my life. I told him I would make payments on it and he’s have his tv by November.. He’s STILL mad at me and says I’m cheap. I thought I was compromising but he’s making me feel like I should just buy it instead of being “cheap”..
