1- straight up ask him. 
2- you don't. He either likes you or he doesnt. You can't make him have feelings for you

Boys are weird. Once you think they like you they really only see you as a friend or if you think they aren't interested, they're head over heels for you. If he likes you he'd ask you out, give you obvious signs that he's into you. What you don't want to do is ask. Asking can make him feel like he has to like you and being in a  relationship isn't fun when only one is in love, trust me I've been there. If he likes you he likes you, if he doesn't he doesn't. In time he could grow to like you. But you shouldn't have to change anything about yourself to make someone like you. They would like you for who you are not who you pretend to be
