Help finding a surrogate

Hi everyone! Looking for advice... my cousin and his lovely husband are trying to have a family. They’re currently available for foster to adopt with dhs (no luck) and looking for a potential surrogate. They don’t have the 70+k to put out for a surrogate with an agency. Does anyone have advice?
