Controlling your daughters body, is she in the wrong?

CW

Story:

A couple has a daughter who's about 15. Their family is considered below the poverty line, both parents work two jobs, mom is careful not to get pregnant. They're generally responsible people who are trying to get by.

They decide to put their daughter on oral birth control, which is obtained freely locally for her age group. This daughter doesn't seem like she sleeps around or runs with bad kids or anything. But the parents are very progressive with sex education and that even though she's never had sex, she may change her mind later (before she is independent). Essentially explaining why they want her to take it being that she's young, couldn't support a child on her own, and they couldn't help her support one either. They aren't actively encouraging sex rather they are going with "better safe than sorry".

Are the parents in the wrong for asking her to take the pill?

Side question, would your answer be different if the family was more stable or even well-off?
