2nd vbac? Baby not descending

I'm just wondering how this is viewed by doctors.

My first was a C-section in 2017 after a long labor and hours at 10cm but baby wouldn't descend and stayed high the whole time.

I had a vbac with vacuum in 2019 that almost ended in another C-section, they kept telling me baby wouldn't descend like my first and my notes show he was still very high right up until the end when they wanted to use forceps and I requested vacuum instead.

I'm hopping for another baby and would like to avoid another C-section.

How is birth after a vbac viewed? Do they still consider it a high risk of uterine rupture? Will I be continuously monitored again or will it be a regular birth?

Also with the same issues happening twice does anyone have any experience with baby not dropping and if it's likely to happen a 3rd time?
