Baby so dry!!!

Her pediatrician says it’s normal baby dry skin and I’ve tried the things she’s recommended. Everything I tried she just gets back to this a couple hours later! I tried aquaphor, Vaseline, Aveeno, coconut oil and baby oil. I tried piling her scalp up and brushing it with a soft brush and washing it out still don’t work. Is this normal for a baby to be this dry??? She says it is but my first didn’t get no where near this bad but I know all babies are different. My other daughter and I have eczema. It’s making her lose more hair too.
