Is it harder to meet people in London compared to other places in the uk?

I’m getting very anxious making a decision.

My best friend is moving to London. I know we would have a great time together and id do stuff with her, but I know it’s hard to make friends in London, everyone’s kind of closed off and unfriendly. It’s such a big city and I wouldn’t know where to meet a network of people - I feel like I’ll know lots of random people but it won’t be a ‘network’ if you know what I mean.

My other option is Sheffield, Leeds or Manchester. I’m quite attracted to the idea of being in a smaller town or city, but I don’t know many people here, I wonder how easy it will be to meet people here.

I’m hoping to meet a boyfriend, I’m finding it hard to find a guy who actually wants a relationship, or actually makes effort with me. And I wonder if that will be even harder in London
