HCG level 3 weeks after MC

I had a miscarriage on 11/20. I was 10 weeks+ 3 days. Doctor ordered labs to make sure the HCG levels are dropping. Went yesterday to get the lab done and it was 28. Is this considered normal? I know it is supposed to go down to 0 or negative.
