Stimulus. How do they determine who waits and who to pay?

I was just sent this as I and a few friends have gotten the message described here. How is this right? How does the government determine who got paid first? I also have friends who already got their stimulus. What are your thoughts?

My status isn't available so I guess I'll be waiting. It isnt a big deal to me, I could use the money to pay off some debt but I dont really need it right now...but I do feel for people who really need it and havent gotten it yet. 
It's like the IRS just got bored with the whole thing halfway through and decided everyone else could just file it on their taxes

Yep im not getting it until tax time, so glad the American people are not only getting screwed with a tiny ass payment but also have to wait to take care of themselves. Savings is gone, nobody can afford to pay people to do side jobs around here for extra income, and we don't have childcare in any form, so I cant even find a job right now plus I'm 26 weeks pregnant. Things were just fine or close to it until November now its just shitass.

I read if you used turbo tax or H&R block software to file in 2019 it’s holding up your second stimulus payment. Not sure if that applies to you but just FYI.

I saw a lot of people who use H&R Block and Turbo Tax are having issues getting their check. We’ve used Turbo Tax about 4 years now, and have been getting our tax refund deposited onto Turbo Tax debit cards. Both of the stimulus checks were deposited onto this debit card. We got the 2nd stimulus deposited last week... maybe 4 or 5 days ago.

go to the irs website, put your social, birthday, and address and see when they should mail you your second payment. mine is suppose to come today.

So, as I understand now, if your status is showing unavailable on the irs website, you’ll have to file during tax time to receive the 2nd stimulus? But what if you didn’t work all 2020?
