Are you letting your 15 month olds use crayons or pencils yet?

My LO sees a neurosurgeon every 6 months because his head grew quickly as a baby. The neurosurgeon just monitors him until he is 2. So at the latest appt he asked me if our LO could color with crayons or pencils. He looked shocked when I told him that I haven't given my LO anything to draw or color with yet. I think my LO will try to eat crayons as he puts everything in his mouth and I'm worried about him poking himself with pencils. Is this wrong? Should I be letting him try to color at this age?
