Stressed out

Im soo stressed out. I got sick and couldn't work my job at the hospital like April of last year. We had to leave our home because I couldn't pay the bills anymore. I got approved for unemployment and that got us by for a little while. Now they sent a letter saying I have to repay them all 13,000 they gave me because I should have applied in the previous state I lived in since I have more work experience over there. I don't have ANY money. Im struggling so bad right now. I've applied to so many jobs and even had a few interviews but I never get the job. What can I do to fix this? Why would they approved me in the first place if I needed to apply in another state? It does say I don't have to pay a penalty fee or interest because it wasn't fraud or anything. But I still feel like I shouldn't have to pay for their mistake. Help me. What do I do?
