Can I get "in shape" without losing weight?

I have a bit of a belly after having giving birth to two children, and it is making me insecure so I would like to get rid of it to what it was like before kids. However, I have a history of an eating disorder and I can't say that mindset is completely gone. Since I kept a bit of weight after giving birth I am now at a healthy weight for the first time in my life and I don't want to lose that, especially since I'm breastfeeding. When reading posts about getting your belly in shape it almost always reads as "it starts in the kitchen " etc. I struggle with my appetite and I'm very scared of staring to count calories and stuff, because it could easily get me back to my sick mindset. I am also scared of starting to actually exercise as I'm scared that will also bring me back. I eat healthy and I'm active with my kids (outside playing and walking for at least 2-3 hours every day) but it has obviously not helped at all and hasn't gotten rid of my belly. Does anyone have any advice?
