Have you tried calmoseptine ointment? You can get it at Walmart but that's what works the best for sore like rashes for my daughter. And try changing her every hour. I know it seems like a lot but it makes a big difference. Maybe try switching wipes, my daughter's but would flare up with pampers and Huggies wipes so I had to switch to water wipes.

Calmaseptine is amazing, try to go diaperless as much as possible and wearing a diaper for one hour on and one hour off. Using just paper towels with warm water instead of wipes. Dry her bottom with a dry paper towel patting it dry each change or using a hair dryer on cool setting to dry. Best wishes.

Change formula or if you breastfeed, eliminate some foods from your diet dairy being the first to get rid of. It doesn't look like the most typical allergic reaction in the diaper area, but I would try that as well if nothing else helps.
Typically the poo burns the area pretty badly if baby has something she/he is allergic to. It is often mistaken as diaper rash but the difference is nothing helps except eliminating the allergen causing it.
