Is this enough to report the maintenance guy from my apartment?

So, we gave permission that if we weren’t there at home the maintenance can come into our apartment to fix the bathroom tub. Well, I slept in late with my daughter and they thought I wasn’t in the apartment and I heard them fixing the tub but, also opening up our fridge about 3 times I assume to eat food. I wasn’t comfortable so I went out the room and they were surprised. Is this unacceptable behavior? I know it’s stupid to ask but, i just want to double check.
