Should little kids wear low rise pants and crop tops to the store?

I’m not talking about at home or at a family party, I’m talking to the grocery store. I’ve seen so many kids wear “adult/teen” clothes just like shorts and a nice top, adidas, vans and maybe do their hair in a cute way. Nothing against that. I’m talking like 7 year olds wearing low rise pants and super short crop top like under boob showing type of shirt for adults. Majority of stomach showing. At first I told myself not to judge but I notice all the older men staring at this girl and part of me was like yo this isn’t ok but maybe I’m over thinking it. What’s your thought?
