Popcorn for toddler

So I’ve given my 2 1/2 year old popcorn befor and she’s been fine. But recently read it’s a bad choking hazard which makes sense. She is obsessed with making popcorn and eatting it hate to take that fun activity away from her. Anyone else give there toddler popcorn?

I’m torn because if I watch her and make sure she doesn’t get kernels or un popped ones she should be fine. But always worries me.
