What Should I Do?

I’ve been talking to a guy for about 3 weeks now and last night he wanted to ask me a serious question. He asked if I could be his girlfriend and I literally was so shocked because I had no idea he was going to go that far with the question. We’re long distance and I feel like I shouldn’t commit to someone I haven’t yet met. What should I do?

Tell him just that. You aren't ready for a relationship until you meet and would like to still get to know each other

Be honest and tell him you don’t know if your ready for that step yet? 
I did it with my LDR but it all depends if you feel ready, take some time and think about it
Would you rather wait it out meet up before you make that decision 
I do think when you meet it will change things
