Need opinions and advice?

The guy I talk to is great we laugh, have a good time together and things are good. Problem is his penis is really small. He touches my cat in ways I’ve never been touched before, he makes me feel good down there with his hand. He doesn’t want to have penetration sex because he worried it won’t feel good, but I want to try. I do touch him and get him to finish, usually he will finish fairly quickly. With it being small when he finish it’s almost like it’s the same size. He doesn’t say it but I know it makes him insecure i can tell. I’m not sure how to tell him that it’s ok.
