Newborn not reacting to loud noises

My little girl is 2 weeks old and I’ve notice she doesn’t startle to loud noises. Most recently we were at Home Depot and an employee started a saw right by us and she didn’t even react. I can clap randomly and loudly and she doesn’t even notice. She passed her newborn hearing screening so I’m confused if it could still be related to hearing or something else. Her pediatrician didn’t say much, just put a referral in for another hearing test.

Anyone else experience anything like this?
