How do I get this repaired

I have been renting to own a house but in the backyard it is flooded there's pipes that run to my neighbors in the backyard it's underground and white pipes

I'm not sure who to call I feel like this is a problem from the city to take care of

These are water lines all the backyard is flooded I don't know who to call or what to do

If anyone has had to repair pipes etc. Let me know what the experts did who did you call if any insurance covers it USA

Also the sewer is in the front yard I live in a neighborhood so I think the city cleans out the septic or waste
