Small baby or fetal growth restriction?

At my 20 week scan my baby was measuring ahead, and on the 50th percentile.
Fast forward to 30 weeks, every midwife I’ve seen says dropped to the 10th percentile he looks too small and I need to have a growth scan. 
Does this sound like fetal growth restriction bcos if he just was a naturally a small babe surely he would’ve been small at my 20 week scan?

My baby was fine at 20,24,28 week ultrasounds then was diagnosed with IGUR at 32 week ultrasound

Do the growth scan. They can’t possibly know before measuring everything. They also had a suspicion with my son because I looked so small and my belly was so small, but my son was totally fine and had 3700 grams when he was born; all his measurements were great.

We’ve had IUGR concerns as well. 
Keep in mind that the ultrasounds are estimated measurements. 
Truth is we don’t actually know anything on measurements until the baby is born. 
If your doctor is concerned, obviously do all of the extra things you need to do in order to keep an eye on baby, but try not to worry too much.

Anything under 10% is considered IUGR. But I don’t think it’s considered severe until 3%. My baby was fine at the anatomy and then at 25 weeks dropped to 9% and I have been going for weekly BBPS just to keep an eye on her.

I would say it depends on how they’re measuring first off. And secondly, however they are measuring is just a “prediction”. I’ve seen a lot of moms post about how they were told that they were gonna have a bigger baby, like maybe 9lbs, and baby ended up being normal between 7-8. None of us really know for certain until we have our kid(s).
