My boyfriend knows I struggle with an insecurity over my boobs because they’re small. Does it sound like he’s being genuine or is he just being nice? 😔

Well he's dating you so he probably likes your body, at least that's how a majority of people operate. 
It sounds like he cares about how you feel and really wants to make you feel better about yourself. I've been him, because it's sad to me when people I care about feel bad about themselves and their body- especially if I'm over here lusting over them like a thirsty ass fish out of water. It's just like, damn, how could you be so hot and hate yourself so much? 
But you really just can't make someone see themselves the way you see them. Body image issues don't care what anyone else says, it's how you feel in your body, it's something within you that may require a lot of effort from you to overcome or manage. Insecurities are not the responsibility of anyone but the person who has them. 
But it's sweet he is trying to reassure you. I would say a supportive partner is a positive thing. 
Also, I have small breasts and have worked through any insecurity about them. When people ask me out & say I'm hot, I take their word for it that they accept how I look. Also being nude in front of others helped, nobody ever hated my body so it must be fine. Not wearing a bra helped too, because my breasts were obviously small & people still liked me and found me attractive, I learned to feel pretty without a padded bra. But I've never had really bad body image issues, and that's simply luck, some people really struggle and I feel for them.

It really sounds like he’s being genuine. Try to remember how your insecurities affect your perception - it can be hard not to project that perception on to other people, but he doesn’t see your body the way you do.

I’m also really flat chested, but I’ve realized with my husband that I’m the one who’s bothered by it. He’s never said anything or acted any way to make me feel like that, but I’ve had comments from so many other people and other guys that I believe I’m not good enough based on my body. 
The “does this sound genuine” part is because you don’t believe what he says. We have to love our bodies ourselves the way they are before we can genuinely believe someone is attracted to us. If not, we’ll always think they’re lying because of our insecurities.

Does it matter? 
I’ve asked my bf not to lie and I’m uncomfortable with my tiny tits so I never ask about it. If he says something nice I say thanks or tell him I’m uncomfortable but I’m never going to push it because I don’t want to hear him say he actually doesn’t like my chest.
