Rash? Reaction? What is this?

Question

She’s been on cows milk for about two weeks now so I don’t think it’s that. She has been taking amoxicillin (for strep) and finishes it out tomorrow. 
She doesn’t have a fever currently but has had one on and off yesterday.

Does look like some sort of reaction. Can babies have Benadryl?

If baby hasn’t had a new food or change in laundry detergent, soaps or lotion then I’d look in hand foot and mouth.
