Idk what's wrong with my hands

They sting and look like a rash. I came inside from being outside in the cold I wasn't outside long.. jumped in the hot shower and when I got out my hands were stinging and it looks like they have really tiny cracks in them that are bleeding..... I've noticed that my hands are getting kind of dry cuz of the winter but I've never seen this before..

Photo isn't clear enough. Lotion seemed to help some? Idk
