Underage drinking

Yesterday my 16 y/o daughter went to a cousins birthday party from her dads side and when she got home she was wasted. We had a rough night due to this and now I’m sitting here thinking if I should file legal charges against the cousins she went with for supplying her with alcohol. I know it sounds a but dramatic, but when said cousins came to my house to pick her up I went and I explained to them that she was not allowed to drink not only bc she’s 16, but because she is also taking a cocktail of medicine due to major depression. I already feel like I’m to blame for letting her go to the party in the first place, but she begged me and I gave in since she was going to be with family. How would I even go about filing charges?
