Daycare and runny nose

My son started daycare recently. He is one and a half. I understand that its cold outside and babies easily pass their germs to each other. So he has had a runny nose off and on since starting daycare. When i picked him up yesterday, his face and nose was very visibly dirty with snot. This isn’t the first time it’s happened that i picked him up and he had dried snot on his face. Do daycare’s have a thing about not cleaning noses? Or do i need to get a new daycare. I have no other issues with them but this. But he is my baby and I want him treated right….
