Toddler says sorry 1000 times a day

So my 3year old has picked up saying sorry allllllllllllllll the time. He isnt made to feel bad about things he does and 99.9% of the time it's generally an empathetic way he is saying it. Like he isnt saying hes sorry for doing something himself. Best I can figure he says it because when he gets hurt or upset I will tell him I'm very sorry that he is upset or that I'm sorry he got hurt. Lol so now anytime I do something or drop something or anything he says I'm sorry mommy lol. I keep telling him it's ok he doesnt have to be sorry but he still says it all the time right now.

I knocked the trash over the other day and didn't say anything or would have indicated I was upset and he comes over and says I'm sorry mommy
