Is 730 too late for dinner?

My friends kids don’t eat dinner until 730 at night. I think that’s too late, they are 2 and 4 years old and I thought kids that age went to bed at that time? My friend says she wants to wait until her husband gets home, but i think it’s too late.

Is this normal? Shouldn’t they be going to bed at that time? I don’t have kids but when I do they will eat dinner at 5 bed at 7
