Cervical Mucus Delayed

Hi! I am currently on cycle day 17. I got my peak with an ovulation test at around 6 PM on cycle day 14. I’ve been TTC for 11 months now and for 11 months, I’ve had a regular 28 day cycle, and ALWAYS received my peak on either day 13 or 14. This month, I assume I ovulated on cycle day 15 per my opk test, however, starting yesterday (cycle day 16), I just started to have fertile cervical mucus (textbook consistency), carrying on through today. Am I ovulating later and the opk LH surge was early?
