My daughter has been breaking out with these bumps. I think this is baby acne but I’m not sure. Any idea?

My sisters baby went for something just like this but a bit worse! And she recommended hydrocortisone 1% 2x a day! And her face c cleared up in 3/4 days!! I was shocked, because they looked almost like burns on her face!

Update: i was able to get rid of the bumps without medical intervention. I applied this to her skin 3-4 times a day and switched to unscented baby cerave body wash.
