When can my baby go to 4 ounces every 4 hours?

This all depends on baby. Baby is only 1 month old and should be going every 2-3hrs for quite a while yet. 
At about 6wks ish is when pace feed amounts take place. If baby is eating every 2-3hrs still you still do that. You can’t force baby to go longer. You always always feed on demand.

My daughter was never able to go more than 2 hrs between feeds (day or night) until she starting eating solids. Every baby is different and feeding on demand is recommended
