Depending on where you live, early head start for prenatal to children 3yr and 11 mos, and head start for children 3 & 4. Early head start can be a home visiting program. Both programs are income based.

Depends on state I believe. In PA where I live they kinda do. They call it head start and offer it at the ymca. My sons preschool took him at 3 because they had openings

Kind of but not really. It's not called preschool but where at live we have a place called Kids Kampus and they're a daycare/preschool and their daycare for 1 and 2 years olds is structured kind of like a preschool.

There are child care programs that are education centered. Montessori is an example.
